How a local partner works

TecnoPower International2 min read

In Panama, turnkey electrical works are usually delivered as manufacturer plus local partner. What the local partner does, what the OEM checks and how to choose.

Large transmission projects in Panama mostly go to global EPC contractors and manufacturers selling turnkey. Elecnor, for example, won the 230 kV Sabanitas–Panamá III transmission line for USD 86.5 million. But whoever signs from abroad needs someone in the country.

A model with a track record

In 2002, ETESA awarded ABB “and its local partner” a USD 23 million turnkey contract, according to Modern Power Systems. The pattern repeats: the manufacturer brings the technology and the equipment engineering; the local partner brings site management, labour, permits and knowledge of how work gets done in the country.

What the local partner does

  • Site management: schedule, work fronts, safety and the day-to-day relationship with the owner.
  • Erection and commissioning: under the manufacturer’s supervision when the equipment requires it.
  • Civil works and local contractors: coordination and quality control.
  • Formalities and logistics: imports, transport and permits.
  • Documentation in Spanish: for an owner who reviews in Spanish.

What the manufacturer checks before choosing

Its project manager has to justify the choice to head office. So it asks for the full subcontractor prequalification: legal existence, tax papers, HSE record, references with the exact role and the team that will be on site. And its compliance team will review the company before signing.

How to choose a local partner

  1. They have done the same work. A gas-insulated substation or a subsea crossing is not learned on your project.
  2. They can prove it. Exact role and a client letter for each reference.
  3. Their paperwork is ready. If the package takes weeks, so will the works.
  4. They sign a responsibility matrix. Manufacturer and local partner must know who answers for each interface before mobilizing.
  5. They do not claim to be what they are not. A brand relationship is claimed only with the manufacturer’s letter.
