Venezuela is going through its most intense wave of blackouts since 2019. In Zulia, substations need restoring and electrical spare parts take more than a year to arrive; Zulia’s industry lost 333 hours of power in the second quarter (Conindustria). The message is not selling power: it is getting existing assets back in service.
What prequalificationrequires
- Operating only under the applicable OFAC authorization: General License 48D covers generation, transmission and distribution services, on conditions.
- Disputes in the U.S., UK, France or Singapore, and reports to the State Department and DOE (GL 48D).
- Partner due diligence: list screening, beneficial owners and anti-corruption.
