FEMA obligated about USD 11.1 billion for Puerto Rico’s grid, and about USD 2.7 billion has been disbursed since 2017. Of 32 substation projects, with almost USD 482 million obligated, only one is complete (GAO, June 2026). The money and the backlog are there; the gate is prequalification.

- LUMA’s vendor pre-qualification process, with references from three firms served.
- Evaluated HSE metrics and complete proposal packages.
- Performance bond for 100% of the price with federal funds (2 CFR 200.326).
