The way in:LUMA’s prequalification
LUMA, the grid operator, runs a vendor pre-qualification process. It asks for references from three firms that received a similar service, evaluates safety (HSE) metrics and asks suppliers for complete proposal packages:

What federal moneyrequires
- SAM registration at the time the offer is submitted (FAR 4.1102).
- A performance bond for 100% of the contract price (2 CFR 200.326).
- Performance and payment bonds on construction contracts over USD 150,000 (Miller Act).
- Three references and HSE metrics with a period.
How the packageis built
A complete package answers before anyone asks: registration and number for every credential, job sheets with role and year, signed reference letters, safety metrics with a period and bonding capacity with the surety behind it. Whatever is missing is stated; whatever is stated can be proven the same day.
GS&E handles substation-equipment procurement and logistics from Florida, and builds its file with the same logic federal review demands.
